Rais Ali Bakhsh Khan Sher was a very influential man of the area as well as the chieftain of the Shar clan. He confronted with the ruling class of the Khairpur state over an issue of exploitation of their subjects. According to the tradition of the time the Kardars of the ruler of the state used to catch and pick the people regardless of class or age and were subjected to the forced labour. This kind of treatment meted out to the common subjects agitated Rais Ali Bakhush Khan Shar who very courageously raised a lone voice against this exploitation and raised this issue before the Viceroy of India.
