The college named after then Chief Minister of Khairpur State Mr. Mumtaz Kizilbash, sprung up as one of the rarest institutions in the whole upper Sindh with the three faculties viz arts, science and commerce being taught at the same time. This was established some times during the early partition days and due to the non availability of building it started working in the make shift class rooms of Naz High School. Following its establishment a cream of renowned academics and literary giants were hired from then East Pakistan as its faculty members. Among them three were PhDs, those who were invited to this college as teachers included Prof. Qarar Hussain, Dr. Jaffery, Dr. Siddiqui, Prof. Rathore, Prof. A.B Azhar and Prof. Abbas Bin Abdul Qadir. These highly qualified teachers were to impart education to none other but to the classes of 1st and 2nd year of intermediate. Within a brief period, the name and fame of this institution went beyond any limit and the number of students grew. unprecedented. Catering to the growing needs of the students and allowing such a large number of students to seek admission in this institution, the college was given a boarding house which by and large cater the needs of students belonging to far flung areas of upper and central Sindh.
