This Institute has a long and chequered history. Situated on Minara Road, near Government High School, the Victoria Jubilee Technical Institute of Sukkur was first of its kind effort towards promoting technical education in Sindh in general and the upper Sindh in particular. It was ruined by a governing body which was called as General Board. This institution was more tenacious. It was conducted on a sound basis, served a real purpose, and satisfied a real need. The cause of its failure to attain even the status of a technical high school was that it depended for a substantial proportion of its income on the Local Bodies, whose contributions were uncertain and irregular, which meant that it was impossible to budget for any innovations or expansions. The school had a big area with sufficient accommodation for classes, a workshop, a boarding house, and outbuildings, but it was not financially stable. Accordingly, Mr. E.H. Holt, then Collector, Sukkur, who was also President of the Institute's governing body, wrote to the Government, on January 28, 1944, inviting it to take over control of the Institute. During the course of time, the institute lost the charm which culminated in its closure. The vast area of the campus was illegally taken over by the nearby residents. The old outlook of the building has been by and large altered and new block of offices have been constructed in its premises.
